Greater Rutland County Supervisory Union MTSS Mission Statement
The GRCSU community strives to create equity through high quality universal instruction for all students with a unified, data-driven, evidence-based system of layered supports so that all students can capitalize on their potential now and for their future. In the general education setting, GRCSU stakeholders recognize their responsibility to all students’ individual academic, behavioral, and social emotional needs.
Vermont Multi-tiered System of Support (MTSS)
A multi-tiered system of support (MTSS) approach to instruction and intervention is a comprehensive and systematic process for assessing and maximizing the opportunities to learn for all students within any content area. It emphasizes the importance of effective, culturally responsive and differentiated teaching and effective early intervening supports for both academics and behavior for all students, prior to making a referral for a special education evaluation. The Vermont Agency of Education (VTAoE) has identified a multi-layered system for Response to Instruction and Intervention as a major component of school improvement and effectiveness.
